After OS upgrade to V7R1M0 High CPU usage when sending email

A number of Customers have reported a problem sending emails after upgrading the operating system to V7R1 or later.  The CoolSpools commands hang when sending an email

The IBM PTF error description :

When using SNDSMTPEMM to send a message, the job uses high CPU percentage and stays there until the profile that sent the message is given higher authority (*ALLOBJ)
